Personnel records management is a set of procedures for documenting labor relations. All relations with the staff - from employment to dismissal - are accompanied by certain formalities.

HR administration is the responsibility of every employer.

According to the Decree of the State Statistics Committee of Russia dated 05.01.2004 No1, each employer is obliged to keep a file of personnel. The card file is maintained on the forms of Form T-2, which contains information about the identity of the employee and his activities.

The form consists of 4 pages. The first and second pages contain general information about the employee and are filled out when he is hired; the third and fourth - are filled in the process of work.

These cards are kept by the employer for 75 years.

In accordance with Government Decree No. 225 dated April 16, 2003, employers are required to duplicate entries from the employment book in the employee's personal card, and employees must certify these entries with their signature. This deprives employers of the opportunity to keep cards only in electronic form. That is, the employer must have cards on paper.

The government adopted Decree No. 1250 dated 24.07.2021, repealing Decree No. 225. It states that from September 1, 2021, employees do not need to sign on their personal card and in the work book record book. And the employer is no longer required to maintain personal cards of employees.

But it should be borne in mind that if, upon dismissal, an employee asks for a copy of his personal card, then the employer is obliged to do this.
