Currently, the registration procedure is possible both through a representative by proxy, and personally through a notary. From August 25, 2021, new registration rules are in effect, greatly facilitating this entire process. (Federal law No. 143-ФЗ dated May 26, 2021)

The new rules oblige notaries certifying signatures on applications for state registration of a legal entity (form No. P 11001) or an individual entrepreneur (form No. P 21001) to submit these applications to the registering authority with a package of documents to them.

But registration through a notary will cost more than when the applicant personally submits all the documents.
