New rules for maintaining and storing employment books

2021 is rich in innovations in the field of labor relations and personnel records management. The rules for maintaining and storing work books (hereinafter referred to as the EB) did not remain unchanged. Most of the innovations are related to the transition to the electronic format of the EB.

So, the main change is that for people who first get a job in 2021, paper EB are not issued at all. All information about the labor activity of such employees is stored only in electronic form.

The form of the EB itself was also changed. It has become thicker; the number of sections and pages has been increased.

According to the new rules, it is now possible to fill out EB using stamps or a printer. Note that previously it was possible to do this only by hand.

Dates are indicated in Arabic numerals (day and month in two digits, year in four digits).

Since September, employees are not required to sign personal cards.

We also clarified the deadline for making entries in the EB when hiring, transferring and rewarding - 5 days. Making a record of dismissal and issuing a work book takes place exactly on the day of dismissal.

In the EB of remote workers, information about their activities is entered at their request and only if they provide EB, for example, by mail.

A part-time job entry can be made by the "primary" employer. To do this, the employee must provide the appropriate document.

Now the employer independently develops the form of the register of EB and inserts into it, and also keeps records of the movement of work books.

Order of the Ministry of Labor No. 320n dated May 19, 2021 on new rules for the design of paper EB and inserts for them began to operate from September 1, 2021.

Now employers and their HR departments face the difficult task of bringing all documents in line with the latest legal requirements.
